Torah Learning Center
This Enrollment and Tuition Agreement governs enrollment in the Home Education Instructional Program operated by Torah Learning Center (the “Program”). By signing or electronically accepting this Agreement, the parent or guardian agrees to the terms below for the enrolled student.
1. STUDENT AND ENROLLMENT INFORMATION
The student, parent/guardian, age group, course, quarter, funding status, access type, and other enrollment-specific information are those identified in the Course Activation Form submitted by the parent or guardian. The applicable course/service listing or enrollment materials state the tuition and fees for that quarter. Those enrollment-specific details are incorporated into this Agreement.
2. NATURE OF THE PROGRAM
The Program provides structured Torah and Jewish studies instruction through age-appropriate virtual courses. Courses may include sequential written lessons, source material, printable activities, worksheets, assignments, assessments, review work, projects, instructor feedback, and written educational support.
The Program is designed as an instructional program rather than a sale of downloadable files. Course materials are organized in sequence and made available as part of the student’s enrollment in the applicable course and enrollment period.
3. VIRTUAL AND ASYNCHRONOUS DELIVERY
Unless a specific course description states otherwise, instruction is delivered asynchronously. Students are not required to attend live video meetings or scheduled online classes. The student works through the assigned course materials during the enrollment period at a pace appropriate for the course and family.
Written instructor support is available for course-related questions. Students may also submit eligible assignments or work samples for written review and feedback as provided within the course.
4. QUARTERLY ENROLLMENT PERIODS
Enrollment is organized into four 9-week quarters per year, for a 36-week academic year. Each quarter is both an academic course period and an enrollment/billing period.
Students progress through Quarter 1, Quarter 2, Quarter 3, and Quarter 4. Each quarter has its own 9-week enrollment and service period.
5. TUITION IS BASED ON ENROLLMENT AND ACCESS
Tuition is $2,500 per student for each quarterly enrollment and billing period. Torah Learning Center operates on four quarterly billing periods per year. In addition, each quarter includes a $250 registration fee per student, which is non-refundable except where applicable law or controlling scholarship-program rules require otherwise, and a $100 materials fee per quarter. These charges cover the student’s enrollment in the Program and the Program’s commitment of instructional capacity, course access, curriculum, educational resources, administration, materials, and instructor support during that quarterly period.
Tuition and fees are not calculated according to the student’s actual number of logins, completed pages, submitted assignments, or time spent using the course. A student’s absence, nonparticipation, failure to complete work, or decision not to use available materials does not by itself create a right to prorated tuition or a refund, except where required by applicable law or scholarship-program rules.
6. COURSE ACCESS
Course access is granted after the Program verifies the student’s enrollment information. When scholarship funds are available, the Program may also verify the applicable EMA reservation or other required scholarship authorization before granting standard access. When scholarship funding is pending, the Program may, at its discretion, grant provisional course access before an EMA reservation is available.
Access is provided to the Google account identified by the parent or guardian. The parent is responsible for providing an email address that can access the restricted course site and for maintaining access to that account.
7. ASSIGNMENTS, PARTICIPATION, AND SUBMISSIONS
Students are expected to use the course as an educational program. Unless a course specifically identifies an assignment, assessment, or submission as required, student submissions may be optional.
The absence of a submission does not mean that no educational service was made available. The Program may maintain records of enrollment, access, course availability, communications, submitted work, feedback, learning check-ins, and other legitimate program records.
The Program will not create false attendance, participation, completion, or instructional records.
8. PARENT RESPONSIBILITIES
The parent or guardian agrees to provide accurate enrollment information, maintain a functioning method of communication, supervise younger students as reasonably necessary, ensure that the student has suitable access to the course, and promptly notify the Program of material enrollment or access problems.
For younger students, parent-guided lessons and activities are part of the intended course format.
9. SCHOLARSHIP FUNDS AND EMA
Step Up For Students and the applicable scholarship program control scholarship eligibility, allowable expenses, reservation procedures, documentation requirements, payment approval, and payment timing. This Agreement does not guarantee that any particular charge will be paid by a scholarship program. Provisional access does not mean scholarship funds have been awarded, posted, reserved, or approved for payment.
Unless the parent and Program separately agree to a private-pay arrangement, scholarship-pending provisional access will not become a parent-pay obligation solely because scholarship funding is delayed or ultimately unavailable.
When direct payment through EMA is used, the parent or guardian is responsible for completing any required reservation or authorization. If scholarship funding is pending when services begin, the parent agrees to complete the applicable EMA action when funding becomes available. The Program will invoice only in accordance with the applicable Step Up For Students process and after the applicable service period has been provided.
The parent must not provide the Program with the parent’s EMA password, multifactor-authentication code, or other private account credentials. The Program will not request those credentials.
10. ACCURACY AND SCHOLARSHIP COMPLIANCE
Nothing in this Agreement authorizes duplicate billing, billing for a service that was not provided, misrepresentation of a student’s participation, or any charge prohibited by scholarship rules or applicable law.
If Step Up For Students requires a correction, refund, return of funds, additional documentation, or other adjustment, the Program and parent will cooperate as reasonably necessary to comply with the applicable requirement.
11. RENEWAL AND CONTINUATION
Enrollment does not automatically guarantee a future quarterly period unless the Program elects to offer automatic continuation in writing. When scholarship funds are used, the parent may be required to reserve the next quarterly course service in EMA. If funding for the next quarter is still pending, the Program may decide whether to continue provisional access until the applicable reservation becomes available.
The Program may use a Learning Check-In or similar communication to confirm progress, questions, support needs, and whether the student intends to continue into the next quarter.
12. WITHDRAWAL AND END OF ACCESS
A parent may discontinue future enrollment by notifying the Program. Discontinuing future enrollment does not automatically create a refund for a quarterly enrollment period that has already begun and for which course access and educational services were provided, subject to applicable law and scholarship requirements.
When enrollment ends, the Program may remove access after the applicable access period. Previously downloaded student materials may be retained by the family for personal educational use unless otherwise stated.
13. CANCELLATION BY THE PROGRAM
If the Program is unable to provide a material portion of the educational service for an enrollment period, the Program will address the affected tuition in a manner consistent with applicable law and scholarship-program requirements.
14. TECHNOLOGY AND THIRD-PARTY SERVICES
The Program may use Google Workspace, Google Sites, Google Forms, Google Drive, email, and similar services to deliver instruction and communicate with families. Temporary outages or ordinary technology interruptions do not automatically constitute cancellation of the course if the instructional service remains reasonably available.
15. EDUCATIONAL RESULTS
The Program will provide the educational services described for the enrolled course but does not guarantee a particular grade, test result, level of mastery, religious outcome, or other individual result.
16. TORAH AND HALACHA CONTENT
Courses may teach Torah sources, halachic principles, Jewish practice, emunah, tefillah, middot, Jewish history, Hebrew or textual skills, and related religious studies. Educational discussion of halacha is not a substitute for individualized rabbinic guidance when a real-life question requires a personal psak.
17. PROGRAM POLICIES
The parent and student agree to follow the Program Policies published by Torah Learning Center. Those policies are incorporated into this Agreement to the extent they do not conflict with applicable law or controlling scholarship-program rules.
18. CHANGES REQUIRED BY LAW OR SCHOLARSHIP RULES
The Program may modify administrative procedures when reasonably necessary to comply with changes in law, Step Up For Students procedures, EMA requirements, technology requirements, or scholarship rules. Material changes affecting an enrolled family will be communicated when reasonably practicable.
19. ENTIRE AGREEMENT
This Agreement, together with the applicable course description, tuition schedule, and Program Policies, states the terms governing the student’s enrollment for the applicable period. If a scholarship rule or applicable law conflicts with this Agreement, the controlling rule or law governs.
20. ELECTRONIC ACCEPTANCE
Electronic acceptance through the Course Activation Form may serve as the parent or guardian’s acknowledgment of this Agreement, including any funding-pending/provisional-access terms applicable to the enrollment. The Program may retain the electronic response, timestamp, and related enrollment records as evidence of acceptance.
PARENT/GUARDIAN ACKNOWLEDGMENT
I confirm that I am authorized to enroll the student identified in the Course Activation Form. By completing the required electronic acknowledgments in that Form, I confirm that I have read and agree to this Enrollment and Tuition Agreement and the Program Policies.
